if to meet for dinner was a mutual decsion, then I can understand your confusion. But if he asked you out on a date and took you to a restaurant of his choice, then he should be the one paying.
Even for a mutual decision, if he suggests a restaurant, you can always say “Oh i love to but the place is little out of my budget”. If he decided to change the venue after hearing that, drop the date. He is not for you. Instead, if he says something like . “i am disappointed that you said that. Who is asking you to pay, you will be my guest there”, he is a keeper.
