Are you talking about Chandni Chowk Delhi. I have some doubts that it was designed by Noor Jehan due to following:

(1) As per Wikipedia:

In 1639, Mughal emperor Shahjahan built a new walled city in Delhi which served as the capital of the Mughal Empire from 1649 to 1857 (and the terms between Noorjehan & Shahjahan may not allow her participation in designing part of a city built/ renovated by Shahjahan.

(2) After death of Jehangir in 1628, she was confined to a comfortable mansion for the rest of her life as she opposed succession of Shah Jehan which cost her seclusion as her brother Asif khan (who was father in law of Shah Jehan) took side of Shah Jehan.

As per Wikipedia:

Chandni Chowk was Built in 17th century by Shah Jahan and designed by his daughter Jahan Ara.

After Jehangir’s death, Noor Jehan was involved in supervising construction of her father’s tomb at Agra known as ‘Aitmad u daula tomb’ and built her own tomb situated at Shahdra, Lahore Pakistan. Wikipedia says, she used to write poetry (persian poems) with the name Makhfi, but I think it was Aurangzeb’s daughter Zaib-un-Nisa who used to write poetry with the name ‘Makhfi’ and as per some historians was very rebellious princess bcoz reportedly Aurangzeb got her lover killed by putting the big degcha on fire where he was hidden .
