Such fatwa would be illegal. You can't change rules of the religion because some people opted to live in a majority non-muslim country and find certain things difficult.
Next there would be call for a fatwa to legalize pork, booze, homos or watever. Its a slippery slope.
Not THAT many desi men marry non-Muslim women here anyway..it's much more common for them to go bk to Pak to find a wife than marry a non-Muslim.. that has more of an impact but at the end of the day it's their personal choice..
But if there is something that helps achieving Islamic goals then wouldn't it be justified.
People choose to practise or not practise themselves but you can't just go around making something which is perfectly halal haram for everyone.. you can't take those rights away..

Will such fatwa have any impact?
well, couple of them can get together and marry one muslim man.
A fatwa allowing muslim women to marry ahl-e-kitaab would make more sense. Why should muslim women be restricted to a smaller pool of men (which inevitably means there will be an excess of young female muslim professional - they're always the professional ones that kicked out first - aging without a spouse and family)?
Honestly, a bigger problem than men marrying goris is that Pakistani muslim men in America (I can't speak for other countries) are either not marriage eligible to begin with in the eyes of women in our community, or they're going back to Pakistan to find brides.
Solution? Encourage families to not disregard women in the US when looking for rishtas, facilitate venues where families can meet without abuse towards women like what happens on these online dating sites, and encourage men in our community to be more professional and achieve more in education.
Vast majority of guys where I grew up ended up in community college, and then working at a gas station or something. That's not the kind of guy a female educated muslim girl in our community will want to marry.

b) The condition of marrying a Jew or Christian is that she be chaste. If she is not chaste. The marriage will not be valid.

And this is based on what exactly? What hadis specifically?
The laws of Islam cannot be changed. Muslim men can marry Christian and Jewish women but it is preferred that they marry Muslim women. They can marry up to 4 wives. This is in the Quran itself.
Some people have asked why is it that women cannot? The first answer is always this is what Allah wants. The second is that there are reasons for why Allah wants things to be a certain way.
The laws of Islam are built on each other. It is the husband that has the final say when it comes to things between husband and wife. It is the husband that is in position of power. This is why Allah has protected Muslim women from have a non-Muslim husband who is in power over them. Lineage is through the father and the children need to be Muslim so the father needs to be Muslim.
How would a woman know who the father is if she had multiple husbands? You might be able to rely on science now but people were not able to in the past and many people who are poor cannot even now.
