There is no security issue in whole Baltistan Except minor in Chilas but army has strong presence there. Gilgit in Muharam can also be sensitive but not more than Lahore 
There are few places which have ZERO crime rate like Hunza & Hushe etc. This was a family trip and we returned almost on mid night few times.
