I guess it depends on what area of the city you live in. I live in a small town of New Orleans, which is where the airport is, so roads are well built, middle class families, rich families live here.....whereas in downtown, roads are broken and people on foodstamp live there, especially blakcs. And ofcourse the area is similiar to what you described.
