The man must have been deranged or possessed to be up there in the first place.
There is a verse of the quran which teaches the lesson that when satan possesses a person he then makes him/her do the extreme which can be suicide as well and then plainly walks away from him.
The explanation of the following verse teaches this.

offcourse, the guy committed suicide. he may have been mentally sick or drunk or driven by abject powerty to his death…its SAD no matter how u look at it. Indian Raiways must put some kind of barrier to prevent such people from climbing up to the roof of the train by laying razor barbed wires near the top of the coaches. something must be done to prevent such tragic incidents.**
