Ok i know this girl for a year and we’re best friends at least that’s what she says. I know her very well we talk about every thing from sex to various topics. She told me various times that she loves me but i shrugged her off. I really didnt play much attention to her called her names like “bollywood emotions” etc. lol 
but then i realized that this girl is like my soul mate. She’s really nice and one day she got me thinking that the way im treating this girl is really bad! i should be giving her more respect i think im falling in love with her. How should i tell her this? How should i tell her that i love her after treating her like total crap! what if she thinks that im being nice to her because i perhaps want to have sex with her? Help me out here.

You are making ity more difficult that it really is. First of all if she already tells you that she loves you then the job is half done.
I would say, instead of making any confession, first stop treating her like crap. Give her the respect that she deserves and you attitude will speak louder than your words

What do you like about her that makes you feel like she's your soul mate? What is it that makes you feel like you love her? That's a very strong word to use and a really deep emotion. First you say you're best friends, than you say at least thats what she says. Are you sure you're not confused just because she's there and there's an opportunity?

^However you treated her, was the girl hurt? Did she start avoiding you? And in her absence.........is that when you realized you "love" her?
Whatever you do............the best way to express your feelings is in person. It just gives it a more sincere touch. Or you can write her a letter.........BUT then reinforce the contents of the letter by **ALSO **expressing your feelings face-to-face. Just tell her the truth. Tell her what you feel. Tell her that you never realized how deeply you care about her and how much she's a part of your life....until after you dismissed her confession.
Some things to reflect over:
1) Make sure that you really DO love her and that you're not just feeling this way because "you miss her attention".
2) You mentioned she might think you're using her for sex. Why would she think that? Is there anything you've said in the past about previous relationships that would make her think that? If she's not the kind of girl who sleeps around................please don't take advantage of her.
3) Even if you do express your feelings to her, it's best to stay within Islamic boundaries regarding relationship while getting to know each other. And then propose formally if you are interested in marrying her.....and are of marriageable age.

Why do you think you have treated her like crap?
What do you plan on doing to make her feel you have changed and can be considered?
