General (Retd) Waheed Kakar says Bugti’s killing was a crime.

ISLAMABAD: Former chief of the army staff General Abdul Waheed Kakar has said that the killing of Baloch leader Nawab Akbar Bugti in a military operation in August 2006 was “a crime against Pakistan.”

General Kakar, a Pashtun from Balochistan, served as army chief from 1993 to 1996. In his first public appearance since retirement in 1996, Kakar spoke at a seminar on Balochistan held here on Saturday. General Kakar said Musharraf “committed a big mistake” by launching a military operation in Balochistan. Terming Nawab Akbar Bugti “a symbol of the federation” he said when he met Nawab Bugti he found that not only the Baloch leader had great respect for the Pakistan army but he also considered it a unifying factor for the federation.

He said killing Nawab Bugti was not only a crime against Balochistan but it was also a crime against Pakistan. Kakar said that the killing should be investigated and those held responsible should be tried. He said what the state has done to the people of Balochistan is totally unjustified. The seminar on “Friends of the Baloch and Balochistan” was organised and funded by former speaker National Assembly Syed Fakhar Imam and former Ambassador to the US Syeda Abida Hussain.

They were also joined in their effort by two prominent Baloch political figures Amanullah Gichki and Fazila Aliyani. A number of retired bureaucrats, generals, and activists addressed the seminar. Former ambassador Jahangir Ashraf Qazi commented that the state of Pakistan has waged five wars against Balochistan since 1948. He said alienation is a “poison to national identity” and called for addressing the problems of the restive province.

Former secretary foreign affairs Tanvir Ahmed Khan said if there is no Balochistan then there is no Pakistan. He said the people who live on the eastern side of the river Indus have a poor understanding of the people living on the west of the Indus. But the ex-bureaucrat’s optimism was not shared by young Baloch nationalist activists. A leader of the Baloch Students Organisation (BSO) Aleem Baloch said that the people of Balochistan were never involved with the struggle for Pakistan. He said Balochistan was annexed into Pakistan through force. He said the Baloch could not sacrifice their 8,000-year history for the 62-year history of Pakistan.

He said the Baloch have been deprived of their rights and their natural resources. Those who speak for their rights either get killed or abducted and disappear forever. Another BSO leader, Muhiuddin Baloch said that the Pakistani military, the media, parliament and judiciary have no concern for the plight of Balochistan. A former speaker of the Balochistan Assembly called for a new social contract between the centre and the province. Lieutenant General (retired) Salahuddin Tirmizi said that in other countries the intelligence agencies collect information and the governments make decisions. “But here the intelligence agencies make decisions”.

Fakhar Imam, who presided over the seminar, said it was unfortunate that democracy had not been allowed to truly function in Pakistan. He said the problems of the country could only be solved through an uninterrupted process of democracy with free and fair elections.

And where was this Kakar when Mushy launched the operation???

Long since retired, 14 years or so now...

Gen.Kakar is one of the few professional Generals that we have been lucky to have.

Mush's killings and corruption shoudl be investigated, but as most Generals are not honorable like Gen.Kakar, this will not be allowed.

Unlike you, I am not a kid who thinks he knows everything.
I was posted in the Ministry of Defence when he was COAS, and saw the difference he made to the Army.

You obviously didn't even know who he was.

And what makes you think he never expressed his opinions before? Were you expecting him to call Musharraf and order the dictator to stop??

remember he pressured both GIK & Nawaz Shareef to resign .. and fully manipulate the results of 1993 election .. yeh right .. this guy is worthless in my eyes..

and yeh at least he spoke out.. just like all the retired Gen. lot from many years.. where were their balls when the operation was happening? enjoying whiskes?

So this thread is now personal about Kakar.
He was a honest and professional man.
But no need now to discuss about him.
What he said that is quite right.

Having been to Balochistan and seen the activities of Baloch people online I personally believe Balochistan is a lost cause. I thought in 2008 there would be a turning point with a new government elected and that led by a party who is more/acts more friendly to the Baloch.

Sadly the Baloch issue has been more neglected than ever before. It appears to be put right at the back and thats dangerous considering there is a high chance that most Baloch now favour independence.

As Musharaf is no longer in power WHY is the operation still going on?

It is easy to fault find with Gen. Kakar but there could also be a number of personal reasons why he has spoken out. The chances of retaliatory attacks on ex-military personnel other than Punjabis/Urdu speakers which Baloch terror groups have targetted. He may even be related to some Baloch as Baloch and Pashtun do inter-marry. He may even be a target.

I dislike Akbar Bugti and he enjoyed life to the max in Pakistan whilst his own people scratched a living from rocks. However, he was an old man who died fighting andthat has given him tremendous respect in the Baloch community even he appears to have done nothing for them.

Mushi's life is a classical example of a life full of blunders from Kargil to Swat to Baluchistan.

The decade of his rule in Pakistan deepened divides within the country, increased hatred for the country from outside, destroyed any chance of better relations with our neighbors and stagnated the economy by promoting only non-value adding sectors i.e. banking and telecom.

General Kakar lives in Quetta. There are direct target killings going on in Quetta these days. The provincial government is involved in these target killings. When a BLA member dies they even do Fateh for them in the assembly. If Naseerullah Babar / Dr. Suddle type of action is done in Quetta target killing can stop but the provincial government is right now run by BLA.

General Kakar maybe afraid that he maybe targetted or his family might be targetted by BLA.

But Kakar is also right. Killing a criminal like Bugti was a blunder. Bugti was an old man who enjoyed his life. Went to Aitchison, Oxford. Lived like a Nawab (a title given to his ancestors by the British for killing Hur freedom fighters in Sindh).

Bugti killed his own uncle and then gave his daughter to his dead uncle's son to avoid a intra-tribal war (savara).

People like Bugti should have been discredited in life, rather he was killed and made into a martyr by Mush.

Akbar Bugti was a hypocrite and a ghaddar. He treated his own "qaum" like crap but turned into a "fighter" after enjoying life and fruits of Pakistana for a lifetime.

That said, only an incompetent, arrogant fool like Musharraf could have turned Bugti into a martyr.

They both were doing noora kushti but unfortunately the game turned real thanks to the bumbling of Musharraf.

Whilst Musharfs rule and Bugti's treacherous nature are history what is being done by the current Baloch loving federalist leading political party the PPP to turn back the tide?
