i would rather take a practical solution and not a bookish one!
regulating Madrassas can be part of a very long term strategy, feeding millions of kids yes the prime reason kids are sent to madrassas is poverty, parents send them there so at least these kids can eat.. hence, to solve the madrassa problem, one need to improve the economy… and economy cannot be improved unless there is better law and order situation, hence , again back to square one, how to eliminate them??
Even the Judicial process of USA and UK cannot prosecute criminals ( and that is one of the reason G-Bay’s existence) when there is everybody out of fear of militant decides not to cooperate with judicial process.. Judiciary may need eye-witnesses and many other things to sentence a criminal or terrorist, whereas the terrorist just shoot at their discretion… so again law and order have to be the first priority. I am all for improving judicial system and eradicating the faults-lines in prosecution… not a one night or one year job, a long process where one should make sure that the laws cannot be abused..
All armies, intelligence agencies and what not have these kind of “assets”, as they were used well by Pakistan in 90s to keep India at bay, and when they were removed from their, we saw problems in FATA and Balochistan and somewhat in Karachi, so these “assets” are part of your armory, just like a nuke, if not handled with care it will kill you first… so eliminating these assets would be un-realistic approach specially when you have neighbors like Iran and India.
Again, if not army operation against this scum-bags, then what??? we should bend over and let them kill as many as they like because talks have not got us anywhere, despite giving them Swat valley!!!
