Solution is simple, stop differentiating between militants. Attack them indiscriminately, starting from NWA (not the one like SWA where part was cleared and in the remaining half a peace agreement was signed with Mullah Nazeer) . Regulate madrassahs and punish the perpetrators through the judicial process. Unless the intelligence and judicial process is improved and the state itself clears its mind with regards to terrorists (strategic assets) the situation will not improve.
