Usually Pakistanis resident in foreign countries, when booking tickets to Pakistan, always ask for the "best prices", if they can't find it online they then go to travel agents. Travel agents give them the cheapest tickets, but do not many times include what can and what can't be done. It is the traveler's responsibility to inform/check with travel agent if certain things are allowed, change flights, hotels, layover stuff, visa issues, etc before purchasing.
On another note, Emirates was a better airline few yrs ago. Now it is widely known that emirates airline has DECLINED in customer service. When things go wrong, customer service is almost non-existant for economy class. Forums like flyertalk are full of these things. Next time, try flying another airline, even if you can't book PIA there are other options. These days people prefer Qatar, Turkish over Etihad/Emirates.
When IRROPS happens, only few airlines perform good customer service. It's a tough game.
Hope in future you find a much more pleasant journey. Dubai is crap, not sure why people think it's something good

I have to agree about the decline in service on Emirates, its only worthwhile if you are travelling business or first class that you get outstanding service, however in economy they really have let it go downhill.
on the other hand, Qatar airways is amazing, travelled with them twice this year, they are now what Emirates used to be in the good days.
