Dupatta/sheet/chadar/veil is symbol of modesty… Now a days in Pakistan, media is inclining toward duptta less culture… I remember, female newscasters of PTV used to take it… Recent flux of new channels are showing more this kind of culture… Do you think this culture is good/bad? What are positives and negatives of dupatta less culture?

Otherwise, you will find it not necessary in first 15 years of PTV.
Kanwal Naseer who was first announcer of PTV did not follow this Dupatta during her later appearances on TV.

Mehtab Rashdi never took dupatta. She considers it hypocrisy to wear it in public / on media, when she doesn't take it in personal life. Her dressing has, however, been decent all across these years even without dupatta.
Sahira Kazmi is another name who rebelled and rejected to work in a drama specially written for her by Haseena Moin due to this dupatta policy (actresses were asked in Nawaz Sharif's first tenure to wear dupatta even during kitchen scenes)
There are so many ladies in Pakistani media and literature, who don't wear dupatta or take it on their head, but their image has always been decent. Be it Parveen Shakir, Kishwar naheed, Naved Shahzad.. Even Abida Parveen sometimes takes Ajrak on her shoulders, but I don't remember watching her wearing dupatta.

LOL. Y'know what I think is funny but annoying at the same time? It's how the female hosts of some shows drape a dupatta over their head, but half the hair showing and it's so obvious that it's done more for "fashion" than to actually cover up. Like do you really think the viewer can't see thru that?

None, women only make style statement through their dressing, no political or social statement is even intended through our dressing :)

The question is who got exclusive rights to define 'modesty'. Is it just religion or it can be defined by culture of an area as well.

For south-Indian culture, it doesn't lie in dupatta.
Even, saari (the most popular dress in Indian sub-continent which can be without duapatta) is not immodest as per Indian culture.

Religion defines parameter..... Religious authority explain those parameters.....Culture can adopt them....

None, sometimes religious are according to culture and sometimes culture affects religion in much broader term, now How much of hinduism is actually cultural animist religion of India and how much Islam got affected from pre-Islamic arabia beside using pre-Islamic arabic language in religious discourse :)
