I think that since such kind of teachings are dependent on "changed circumstances" so these teachings should not be considered to be the "absolute teachings" or that this kind of teachings are applicable for all times to come.
This also shows that God's policies are also not absolute or permanent. They can change over time.

But I guess if you believe in Islam, you do believe that Islam is complete on the day that verse.."alyom akmaltu lakum dinukum.."..(today I have perfected your religioun..) was revealed. I'm not sure if all flavours of Islam believe in that.
Given the above, then the policy of Allah towards everything, including non-muslims, is contained in Islam.
