In India (and I am sure its the same in Pak) - if you try tipping the poor maid, driver or servant, or say Taxiwala - you are accused by the local or relatives for spoiling them.
Yes, my cousin would say that, if I gave a servant some money he would say "paon ki jooti paon mein hi achi lagti hai, ussey sar pe naheen pehntay" (it's best to leave footwear on the foot, not put it on your head).
I think we sould treat everyone with respect, but Desis are right, Desis themselves have budgets to live off and too much laad-pyaar makes the servants back home nakhra-fied, after me they complained that nobody gives them tip anymore.

depends on whether employer is desi or not :D
I myself worked at a Pakistani chicken shop in London. I was expected to be paid 2.5 quid per hour. But they kept me on "training" for about 10-12 days and then I had to quit due to the insulting behaviour of the supervisor who happened to be a south asian (northern). I was paid not a single penny for that work.

That was 2004. I was very much legal. Now I am back in Pakistan.

Perhaps that restaurant belongs to some Desi, no one beats them in this!

Well its simple, most employees working at desi shops aint registered for tax purpose. So no matter how many hours you do , u don’t make tax man happy . So what you earn goes straight in your pocket .
Where if some one is restricted to work certain hours by law , student visa holders for example , they easily become a target for such employers , as they needed to work full time ( either for supporting their studies or families back at home ) which they aren’t allowed because of their Visa status
So this abuse of system goes on basis of give and take theory. Employers want to save tax and employees want to earn few extra bob ended up working on a wage below national minimum wage .

but if u expect a certain return and a certain experience for that 40 dollars meal and u dont get it then?
that is encouraging the wrong behavior. I usually dont find bad waiters most do what they need to do and are just above or just below what one would expect, a few are amazing, and sometimes u run into complete morons. Its the last group that I am talking about.
you know in situations where the waiter is so rude and your order is so messed up that u dont even want to send it back because of what else would be in or on your food when u get it back, or if you spend your dinner dealing with mixed up orders, things being brought up in wrong order, or missing entrees. The waiter's job it is to make your dining an enjoyable experience, and if they cant do that, they dont deserve a tip.
someone having a bad day can tell u, sorry, just exhausted today, my apologies etc..but being a dick gets em zilch
Ofcourse bad service minimizes the chance of getting a good tip,but even though if the service is not that great i still normally tip the server...reason is i was a server myself for a long time and.......i cant deny the fact that when i tip somebody ,a part of my brain is thinking that i hope ,this one waiter or waitress would remember that foreigners(desis) do tip and that they are not that hateful.
I dono if you know this but foreigners got a pretty bad reputation in tips department. Its absolutely not true that we dont tip but for some reason we are second to black folks.

The sight of their running around in tension and listening to people shouting at them is really heart aching..specially after breaking anything the expressions on their face penetrates through the soul.
Once an air hostess made a mistake due to which some liquid fell on the clothes of a passenger. He posioned her heart with abusive words till she started weeping...
He would definitely have to pay the price of those tears on the day of judgement!
May Allah reward them for their patience and sincerity...and bless the arrogant people with guidence.

This isn't 1822 anymore, and people are not born into a profession. This isn't Pakistan where someone's dad was a waiter/mochi/doodh wala, so all their sons will follow their dad into the family profession.
If they can't take the pressure of their jobs, then they can find another job. No one is forcing anyone to become a waiter or an air hostess, they took these jobs voluntarily knowing fully well what happens. And it's not like they took these jobs to help mankind or serve hungry people food.
