I'd do 2 things differently - I like to talk in person instead of writing a note (as evidenced by my confrontational mode in WA) and I don't have the cash you do throw around. Looks like it might be the Lucky Kabob instead of the Ritz Carlton for that promised dinner.
when going to new places I carry cash to cover just in case.
I think talking makes sens if its some place u go to often and things were just messed up.
if i am in some place justto check it out and will not be back or will not be back for some time, then i have no interest in talking to the waiter, the manager perhaps but not the waiter.
I mean I have been to restaurants where service was bad but the waiter did try, and even brought the manager explained that the kitchen messed up our order and all, and the manager woud offer apologies and tell us dessert is on the house, in such cases not only does the waiter gets the full tip but also what I would have spent on dessert.
but bad service and being oblivious or unconcerned about it, now thats a whole diff thing
