I give $0 for such encounters, but if it were a place I cared about going back to, I would address the bad service encounter with the owner/manager and thank or tip whoever was responsible for the part that was exceptional. I feel it necessary to explain to the owner why I wasn't leaving a tip for the server.
There are situations that are out of control of the server. As long as they are polite and as attentive to our needs as they can be, they deserve the minimum 15%. Let's face it, if he/she is a good server they're stressing out over whatever the bad situation it is they are having to deal with (short staff/bad management/bad support staff, etc) and deserve a tip more than ever. But if they are rude or toally inept, they don't derserve anything. Some are so clueless they would interpret your 10% as you being cheap and not as the consequence of their of their poor level of service.
oh yeah thats where a nie little note helps,
like good food, bad service, took 3 attempts to get order right help
oh yeah, and I pay with cash then, dont trust pissed off waiters with my credit card info.
and I completely understand when a waiter is working with bad cookign staff or they are short staffed and they explain it, buttaking their frustrations out on the customers are not going to make the stuation any better.
