This is verse number 18 of chapter Al Fath. Try to read the former 17 verses of the same chapter as they were revealed as a set at the time of Hudaybia. I will point towards a few things such as verse number 10 which says,
[48:10] Verily those who plight their fealty to thee do no less than plight their fealty to Allah: the Hand of Allah is over their hands: then any one who violates his oath, does so to the harm of his own soul, and any one who fulfils what he has covenanted with Allah,- Allah will soon grant him a great Reward.
the bolded part indicates that there are some who may violate the oath. And some did indeed break the oath made to the Prophet (saww) at Ridwan. Some very soon by balantly refusing the orders of the Prophet (saww) to perform rights of Umrah and some violated it later on such as at Hunayn when Prophet (saww) was left alone in the battlefield.
[48:18] Allah’s Good Pleasure was on the Believers when they swore Fealty to thee under the Tree: He knew what was in their hearts, and He sent down Tranquillity to them; and He rewarded them with a speedy Victory;
#Believers among who swore allegiance under the tree had peace and Tranquillity sent upon them. But as soon as Prophet (saww) signed Hudaybia treaty then some of the very same people clearly lacked tranquility. Some to the extent that they showed anger to the Prophet (saww). Sahi Bukhari records Umar bin Khattab to have confronted Prophet (saww). Umar is recorded in Bukhari to have admitted that he did not doubt the Prophethood of the Prophet (saww) as much as he did at the time of Hudaybia (during his reign as caliph he ordered the tree of Ridwan be cut off and destroyed). Number of sahabas who pledged allegiance under the tree considered the treaty to Meccans as a sign of defeat and humiliation despite the promise of Allah (swt) declaring Ridwan fealty a comprehensive victory (verse # 1). So one could see why Allah’s pleasure, peace, and tranquility was not for everyone but for those whl believed the promise of Allah (swt) and the actions of His messenger(saww).
Again there are many other things to demonstrate this point. I am trying to stay exclusively with the Quran. Otherwise one need not to look far to understand the concept regarding sahaba of the Prophet (saww) for scholars/historians of all the schools of Islam have categorized Sahabas into various categories (there are as many as 9) for obvious reasons. Staying with the Holy Quran, I can provide verses from my side too if you are keen to study this subject. Wsalam.
