Here in USA, a redneck can move to the yankee land but he/she needs to get the State ID or Driv. Lisc of that state within few weeks as its against the law otherwise. This is what Pakistan needs to do. It may not matter how many provinces, but every province should issue its own National ID card so the person feels like part of that province even if he/she moved from different part of the country. I could be urdu speaking but if I am living in "Saraiki province" I belong to that area of Pakistan and not Karachi. If I am going to invest in the properties and/or business of another province, I should pay 'out of province tax' to that provincial govt. That way every province would feel compensated for the investors who are taking advantage of the infrastructure of that province. Baluchistan is not going to feel neglected, if the pertol pumps in Quetta that are owned by the waderas of sindh are generating extra revenue for Baluchistan.

I would also suggest that security, policing, land marking, zoning, safety, driver licensing should be issued and provided by province.

No we don't need division of Sindh. Karachi is the problem, divide this city in to five cities and let every one live in peace. Revive old local government system as very recently apporved by PA.

Its language and cultural influence that is different than rest of punjab and pakhtoonkhwah. Sindh Urban tou unofficially treated as a separate province from the day one. Now if someone is suggesting an actual dividing line tou is main konsa azaab ho gayaa.

I am clueless why administrative units are seen as 'batwara'. Its known universal facts that small administrative units are mostly well managed where power is given to locals and not controlled by someone sitting 100s/10000s miles away in Governor house or CM house.
