I think its up to parents to emphasize on Urdu or anyother language they want the kids to speak.
in Urdu and Punjabi speaking families we have this problem more common compared to Sindhi, Pushto or Baloch families, where ever they live almost they take pride in speaking in monther tongue. some families may also teach urdu too from start.
