But this isn’t what’s in Quran. Quran doesn’t say what you are saying. The only reason for a Muslim Government (and a government not indviduals) to fight is when there some people are being oppressed like Saladin fought against Crusaders to help the non-muslims in Jerusalem. Please see ayah 75 of chapter 4 of Quran for reference.
