Islam has never discouraged discussion - it is the narrow-minded people who discourage discussion.
Yes, Islam sets our haraam, halaal, makrooh and a whole host of other principles by which we are expected to live our lives. But we are not asked or expected to blindly follow the “rules.” We are supposed to follow the principles with a deeper understanding of why we do what we do.
Allah wants his followers to ask questions because he has provided answers to their questions - it is us who fail to ask those questions.
