As far as I am concerned, Muharram is not only just time of grief and mourning, but it is time of remembrance, soul-search, and self-realization.

You are right. Ideally, in a Muslim country, there should not be any worry for anyone observing their religious or sectarian practices (unless that practice is victimising and cutting throats of others, killing others using suicide bombing or random firing on crowds).

Unfortunately, Pakistan has become a country of evil invaders. Procession of Muharram or celebration of Eid-e-Milad-ul-Nabi, Chahlam or Fatiha, going to mosque for prayers or visiting Mazars, talking about religion or holding religious gatherings, and for some, even talking about Quran and Prophet (SAW), all has become an hazardous thing and target of terrorists, with consequence of property destruction and losing one’s life. To be Shias, Sunnis (Sufis or Berelvis), Hindus, Sikhs, or Christians, no one is safe. Even sane and vocal Deobandis are unsafe. Sanity has disappeared from the society.

It is also evident that such terrorism and insanity would not stop but could keep increasing with time, unless government brings meaningful laws, reforms justice system, reforms policing, reforms intelligence network, take control of all Mosques and Madrasas, consider crimes based on religion or sect same as any other crime, and takes strong unbiased bold actions.
