Festivals are usually a time to have fun, meet with family and friends, worship gods and enjoy holidays. But sadly an islamic festival is considered dangerous in a islamic state.
A serious soul searching is required so that festivals dont become burden on governments and people.

It was real fun in Pakistan till 80s , And still there is no Suni-Shia tension in Pakistan , We can still go back to our culture .

It started in early 80s , I saw a big shia suni riot in Karachi those days .
It was first big riot in my life , After that this all and ethnic tussle became a part of our life .
But actually there is no tension among normal people

Brother, Muharram is not festival nor one should take it as festival. It is day of remembering, self-searching and self-realisation. Muharram has few unfortunate days when people who should be grateful to a person [Prophet (SAW)] massacred his entire descendent within one generation after the death of that person (SAW), and few left were just lucky.
Reaction and action at Karbala, from people claiming to be Muslim (Yazidies in particular and Muslims in general) has no precedent in history of mankind, as mankind were never so unkind to a person and family of that person (SAW), who they claim was their prophet (AS), reformer, and leader. One who took them out of nothing to become world power, and completely changed their lives for better.
Even though Muslims of today are divided on how to digest this event, Yazidies are still present, who try to hit anyone doing remembrance of Prophet (SAW) birth in Rabi-ul-awal or massacred of his grandsons (AS) in Muharram. It is so unfortunate that even today in countries that claims being Muslim, Muslims find themselves unsafe from terrorist army of Yazidies, Takfeeries and Khwarjees.
Today, neither mosques are safe nor mazars, neither Imam-Bargah are safe nor Mahfils.

There are no yazidis in that means . All four Faqihs of Sunni Sects , founders of Ahl e Hadith have condemned the Yazid .Little ideological support to anti-shia elements is found somewhere but these words are wrongly used by some shia voices . Normally every sect condemn Yazid and his act . We should not be hate producers but sectarian and ethnic leaders need hate for their causes . Islam spreads no hate for others but these sectarian leader need hate for their purposes .

As far as I am concerned, Muharram is not only just time of grief and mourning, but it is time of remembrance, soul-search, and self-realization.
You are right. Ideally, in a Muslim country, there should not be any worry for anyone observing their religious or sectarian practices (unless that practice is victimising and cutting throats of others, killing others using suicide bombing or random firing on crowds).
Unfortunately, Pakistan has become a country of evil invaders. Procession of Muharram or celebration of Eid-e-Milad-ul-Nabi, Chahlam or Fatiha, going to mosque for prayers or visiting Mazars, talking about religion or holding religious gatherings, and for some, even talking about Quran and Prophet (SAW), all has become an hazardous thing and target of terrorists, with consequence of property destruction and losing one’s life. To be Shias, Sunnis (Sufis or Berelvis), Hindus, Sikhs, or Christians, no one is safe. Even sane and vocal Deobandis are unsafe. Sanity has disappeared from the society.
It is also evident that such terrorism and insanity would not stop but could keep increasing with time, unless government brings meaningful laws, reforms justice system, reforms policing, reforms intelligence network, take control of all Mosques and Madrasas, consider crimes based on religion or sect same as any other crime, and takes strong unbiased bold actions.
