Brother, all this killing can only stop if government is competent, capable, honest, willing, and have zero tolerance towards religious and sectarian killings. Unfortunately, no Pakistani government (provincial or federal) has priority on the issue nor have capability (rather, so-called leaders are themselves sectarian bias or are scared to tackle the issue).
For the purpose, Government themselves have to be competent and impartial, should induct impartial and competent policing force (law enforcement authorities), impartial and competent investigation team, impartial and competent judges, airtight laws without loopholes, and vigilant team of informers.
No political party out of power, however strong and capable, can do much on the issue, even if they want to. MQM is a political party who do not hold decision making position in government. So you cannot expect that MQM can do anything much other than trying, crying, and preaching, especially when there is possibility (just like any other parties) that they might have all sorts of people hiding in the party, including sectarian terrorists hiding their true nature (as unfortunately, they are also part of Pakistani society).

If you would say same to people like Thug Nawaz, Shahbaz, Rana Sanaullah or Iftikhar Chaudhary, they would tell you that these terrorists are doing Jihad.

Taliban are doing their job according to their belief, and they have no duty towards any Pakistani. So, what one can talk about them.
If any killing is happening, regardless of who is the culprit, Taliban or SSP or whoever, Providing safety to people is duty and responsibility of government, especially government that claims they represent people. Unfortunately, since 1971, only two groups ruled Pakistan are PPP and PML (or PMLN), so who one should talk about and blame for all these killings?

Sindh and Pakistan are being ruled by MQM since 2000 to 2013-14 and KPK is under rule of Imran now . How the both can be spared however let us look at the terrorists as an enemy , no need to blame others .

You mean, Prime Minister of Pakistan and Chief Minister of Sindh from 2000 to 2013-14 was from MQM?
As far as terrorists are concern, no doubt they are enemy and all Muslims should be wary of them, but to control and eliminate them, only Federal government (Prime Minister and ruling party) can do with the help of provincial government (Chief Minister and ruling party).
Further, appropriate laws are required. Party who has majority in National Assembly can also do a lot by making appropriate laws, Parties who has majority in Senate can do by approving those laws, and then it would be duty of Provincial Assembly to make laws helping laws made by National Assembly approved by Senate.
And then impartial, efficient and committed armed forces, rangers, FIA (even ISI), and police are required to act against these terrorists ... and for that also, direct commitment of Prime Minister and Chief Minister is required.
