International Cricket Council (ICC) President David Morgan has insisted international cricket will return to Pakistan as soon as it is “safe and secure” for the game to be played there. Pakistani venues have been kept away from international cricketing since the deadly terror attack on the Sri Lanka team bus that was travelling within Lahore for a Test match against the hosts.
The incident, which claimed the lives of six policemen and injured seven Lankan players and a coach, caused international outrage forcing the ICC to declare Pakistan an unsafe destination for international teams.
Furthermore, the country’s internal security situation compelled the ICC to strip Pakistan of its status as one of the hosts of the ICC Cricket World Cup 2011. A settlement on that issue was reached between the ICC President David Morgan and Ijaz Butt, the Pakistan Cricket Board (PCB) chairman, at the ICC headquarters in Dubai yesterday. The settlement relieves the PCB of its liabilities and obligations associated with hosting matches during the 2011 World Cup.
Then who should have they put onus on for the security within pakistan
That was my point. No more blaming others for no cricketing events in the country. Its Pak's responsibility to make the situation safe enough for cricket matches to take place.
Yes, it is totally India's responsibility to make the situation safe enough for its citizens and touring teams.
The point is that the world believes that India is responsible enough to make the situation safe for its citizens and touring teams.
Also the world does not believe that Pakistan can make the situation safe enough for its citizens and touring teams.

I do understand, so despite all the odds, It is only Indian Govt's responsibility to make sure about the security of touring teams... and if something bad happens then only Indian govt. should be blamed for it right?
Its Indian govt’s responsibility to ensure safety of visiting teams. However, if something happens and Pak/groups within Pak are involved the blame falls on Pak.
