Switzerland do not allow corruption, nepotism or any violation of law within their country, neither their bank used to cover up ill gotten money generated within Switzerland.
As far as allowing ill gotten money from abroad, this was their main economic activity since ages. Be neutral and provide neutral venue for black money from abroad. So, you cannot blame them. Anyhow, with time (and due to pressure from many countries), they also brought laws to stop crime money finding shelter with them.
