How come the elections of 2002 were rigged and not 2013? The only reason being that a dictator was ruling, keeping in mind the electoral process was the same in both elections.

Yes there is a HUGE difference in elections that are held under a dictatorship and ones that are not. Which is why that the ones held under the dictatorship were rejected by Pakistani and foreign observers.
