How come the elections of 2002 were rigged and not 2013? The only reason being that a dictator was ruling, keeping in mind the electoral process was the same in both elections.

In 2002, there was no puncture repair expert active, neither haddi khor with his judiciary and umpteen thieves was active, nor bureaucracy appointed between 1978 to 1999, loyal to thugs, had fear of army monitoring the election in 2002 were active, neither bureaucracy had any hope that rigging would be rewarded handsomely in 2002, neither Gullu Butts in police were active. So … one can say that election in 2013 was different than 2002.
