You actually spend more , if you travel by them ... And then we have fuel off days , Strikes .... There is no concept of traveling via metro or local train ..
The minimum fare for Buses 15 rupess ( one way ) - Coaches - 20 rupees ( one way ) - Mini Buses - 17 rupees ( one way ) ....
So if one has to travel for work only - and we assume , he only has to take one bus , considering the size of our cities , normally you to take two to three buses to reach your destination ..
30 ( two way fare ) * 26 ( working days ) = 780 rupees ... so comparatively , if you have your own transportation , you can do more mileage in 800 rupees fuel ... And also carry other family members on them
^ OK - I was talking abt Bombay. I did not know the big citie in Pakistan did not have good public transportation. If distance is say upto 6 km, one can take a bicycle I think? Waisey paidal bhi tho chal saktey hain na? Again, humarey zamaney mei we used to walk a lot - people nowadays have become very T/Computer generation - dont want to walk

You said minimal - so here is an estimated monthly budget for family of four ( Husband, wife and two kids ) , single income , living on rent , driving a motor bike .
Renting a Two bedroom apartment / House portion :In a proper housing society or developed area .. Not in central zone .. At least 8 k
Electricity - from 2 to 2.5 k - given that they dont have Air cons ..
Gas - from 0.8 to 1 k
Water charges - 0.5 k
City district charges ( waste management ) 0.5 k
Telephone - one land-line - 1 k
Two Mobile phones - 1 k
Groceries - 6 k
Milk - 2 k
Meat - 3 k
School tuition fee for two kids . 4 k
Transportation exp for kids 2 k
Kids pocket money / lunch money - 1 k
If you dont have time to teach them / help them with their home work - Add another 2 k for private tuition fee
Bike fuel - at least 2 k , if he is using it for going to and coming from work

Also, fuel budget was 20K by our Demensne - bit on the high side I think - she probably was budgeting for her shopping trips after the husband returns from work!
Haha I love this '' hamare Zamaney ' bit ... Bhai even in hamara zamana , which was only 20 years ago , things weren't that bad ... This is not bloody Ireland ,where my director used to drive a bicycle at work and I used to take Luas tram to work ..
If you walk here , you have very high chances of getting looted / robbed ( I am specifically taking about karachi here ) ... Bicycles , you have no place to chain them up and the mad traffic here doesnt allow you to drive bicycles , no one wants to end up in a hostipal , well probably in graveyard , if got hit by a mini bus or coach running like mad bulls in china shop .
Now you only see middle aged people like us - walking and driving bicycles in their secure areas , where every alley is knock'd by a Barrier gate and guarded by a security guard , holding an AK47 or repeater rifles and guns .. Life is like living in a big cage here !
For two cars - doing 30 to 40 KM every day on average .... 20 k worth fuel is quite realistic :)
