For example:
“I am going to complain about the Mods on GS” - complain is being used as an intransitive verb, as it has no object.
“I have a complaint about the Mods on GS” - complaint is being used as a noun here, as an expression of discontent.

Complain is a verb... a verb indicates an action / a work e.g. walk, run, talk etc.
Complaint is a Noun .... a noun is not an action but its just a name. A name thats given to any place, person, or a thing. Like pakilarka, fairytale, Lahore, Pen, Mosque, computer etc. There is no action or work in these names. they are just nouns.
Or in urdu , may be u ll understand better, Complain is Shikayat Karna whereas Complaint is just Shikayat. e.g.
People are complaining about Wapda poor service. ( in this sentence, loug shikayat kar rahay hain)
My complaint was about staff rude behavior. ( Meri shikayat staff ki......... )
Read below convo:
FT: paki what is that paper in ur hand?
Paki: Its a complaint.
FT: What kind of complaint?
Paki: Actually I am going to complain about the staff rude behavior.
FT: do you think if you complain , it will work?
Paki: I will not complain further if my complaint is at least accepted by the Chairman.
