It is height of ignorance and simply lack of first hand knowledge and experience to think Pakistan army would have managed to keep up the continued investment in technical developments (hello drone technology?), modernising programmes, upgrade of weaponry and military aircraft, missile development, scope of technical research and world class professional training and continued combat missions if its own budget was being eaten up by corrupt serving generals! The military unlike any civilian institutions is supremely good with tracking its budget and making the most of it. Yes, the officials do enjoy perks, and they are looked after, but that’s about it. No stealing is allowed. Wish politicans could also follow their example.
So yes, Army has a very strict system to catch the rats from their institution while they are still under their jurisdiction. Hence the reason why you see some big guns only try do corruption in civil projects.
