Whether it's a clingy husband or a wife.....either way you'd have you to discuss the issue with them.
You can tell your partner that u find the clinginess to be stifling and it makes the time spent together less enjoyable and more like a chore.....because in the back of your mind you're thinking of chores/errands/other activities that also require yor attention.....and therefore it prevents you from being fully or 100% attentive/interested in spending time with them. If you put it that way......the idea of a precocupied mind affecting interaction.....might wake them up.
