I think if you “Read Carefully” Pakistan Generates enough power for it self and actually is in a position to “Export” some to neighbor countries. (Generally)
Currently Pakistan has long standing issues with Grid station and Transmission technology or infrastructure which is not being replaced or extended fast enough.
Lack of water (Hydro) in dams, nuclear power shutdowns for maintenance are other relevant factors.
Problem is quite ‘Unique’ in reality which has definitely given a wakeup call to all parties.
