I’m not sure if the hadeeth mentioned is Mutawaatir, Saheeh, or Ahsan as I also agree to your point about female circumcisions based on other fataawas but Musnad-e-Ahmed is the Book of Ahaadeeth written by Imam Ahmed Bin Hanbal:rehm: whose school of thought is followed in Saudi Arabia at large. Many muslims who look for hadeeth as a source of guidance are aware of this book. The references are found everywhere. Wallah-O-Alam!
