the situation for you and the cia is that if you agitate pakistan enough, neither of you may celebrate another birthday ever again

and thats why isi is able to operate against cia wishes

the isi could if it wishes to transform the military balance of the world within months if it deems it required for the safety of pakistan

and as yet they are allowing the supplies to afghanistan which shows some real confidence on what the united states will opt to do.
