When you’re setting up ChromeCast (CC) you need a wifi enabled computer. What happens is CC creates its own accesspoint and your computer connects to it and lets you configure it. If you try to do this with a desktop with no wifi it won’t work.
You are powering the CC with USB power? Why not just plug it in the wall.
