Thats what I used to think before I made this ultimate awesome Chicken Nihari. Last time I tried chicken Nihari was perhaps 10/12 years back and gave the same verdict as you. But that weekend, I was craving nihari, begum was not home and I was short on time to cook Beef nihari and also I did not have Nihari meat in freezer so I decided to give chicken one more try. I am glad that I did. Nihari was ready in 45 min and it was no less than beef nihari. 
Also heard a tana from begum about this. She was like “hum banaeen tu kehtey hain Chicken nihari achai nahi hoti, beef ki hi bana-ni chehyeee. I stopped making chicken nihari, aab khud banaee hai tu ungliaan chaat rahey hain”
