Nawaz inaugurates Gwadar-Hoshab (M-8) portion of CPEC

QUETTA: Prime Minister Nawaz Sharif on Wednesday inaugurated the Gwadar-Hoshab (M-8) road and reviewed the work being carried out on the China-Pakistan Economic Corridor (CPEC).

“The land-locked Central Asian states are interested in trade via the Gwadar port,” said the prime minister.

He said on the occasion that CPEC would open new vistas of development and prosperity in the region in general and benefit the country in particular.

The inauguration ceremony of M8 was attended by Chief Minister Balochistan Nawab Sanaullah Zehri, Chief of Army Staff General Raheel Sharif, Commander Southern Command Lieutenant General Amir Riaz and other high ranking military and civilian officials.

The prime minister on the occasion also praised the services and sacrifices rendered by the Frontier Works Organisation (FWO) in the construction of CPEC.

“Despite security problems, work is in full-swing on construction of roads in Balochistan,” added Nawaz.

The Prime Minister elaborated that after completion of CPEC and other related projects, Balochistan would not be dependent for financial aid on the federal government. “CPEC would ensure economic development of Balochistan”, he said, adding that the people of the province would be major beneficiaries of the mega project.

“Projects cannot be completed through mere slogans, rather a strategy was imperative for completion of projects”, he said.

The prime minister also reiterated his commitment on the occasion and said efforts were being made to develop Balochistan and bring it at par with other parts of the country.

Earlier in January, Prime Minister Nawaz Sharif had inaugurated the western route of the (CPEC) in Balochistan’s Zhob and laid the foundation stones of two key projects: upgradation of the Zhob-Mughal Kot section of the Dera Ismail Khan-Qila Saifullah Highway (N-50) and the Qilla Saifullah-Waigam Rud Road section of the Multan-Dera Ghazi Khan-Qilla Saifullah Highway (N-70)

Vestas Wind Systems A/S, the world’s biggest wind turbine maker, will help Pakistan’s Punjab government obtain $2.2 billion in finance needed for four wind farms in the southwestern part of the province.

The company based in Aarhus, Denmark, signed a letter of intent with the province’s chief minister to build the first 250-megawatt stage of the Quaid e Azam Wind Park, which may reach 1,000 megawatts, according to a statement issued by the Danish embassy in Islamabad. Vestas has identified potential sites for the future wind farms.

The deal is part of Pakistan Prime Minister Nawaz Sharif’s effort to halt blackouts that last as long as 18 hours. The nation relies on hydroelectric dams and fossil fuels for almost all of its 25 gigawatts of generation capacity and is also building fossil-fuel power plants, according to Bloomberg New Energy Finance.

“This project will contribute greatly to overcoming Punjab’s energy shortage,” Jesper Moller Sorensen, political director at the embassy, said in the statement. “The government of Denmark stands ready to support the Punjab government with building further capacity and expertise in the field of renewable energy.”

The first 250-megawatt part of the Quaid e Azam Wind Park is due to start in 2018. Vestas along with the Danish embassy will work with the government of Punjab to obtain funds to build all the projects, the embassy said in its statement.

Pakistan currently has about 308 megawatts of wind-energy capacity through six projects working in the Sindh province, Syed Aqeel Hussain Jafri, director of policy at Pakistan’s Alternative Energy Development Board, said in an interviewon Jan. 28. That may increase to 800 megawatts by the end of this year as eight projects in get commissioned, he said.

LAHORE: The Punjab government has embarked upon an ambitious plan to host the largest wind energy project in Pakistan.

In collaboration with Vestas Wind Systems, the government aims to add** 1,000 megawatts** (MW) wind-based electricity into its grid, and issued a Letter of Interest (LOI) to Vestas regarding the first 250MW stage of the proposed Quaid-e-Azam Wind Park in the southwest of the province.

Pakistan is facing a critical energy shortage, and the government is keen on exploring avenues within renewable energy to improve its power supply. The potential for 4 x 250MW indigenous wind power projects in Southwestern Punjab were identified by Vestas in late 2014 using the industry-leading Site Hunt® technology.

The government and Vestas signed a memorandum of understanding in February 2015. As part of the MoU, Vestas with the support of the** Danish Embassy**, would work with the Punjab government to facilitate securing approximately** $2.2 billion of investment** for these projects.

The LOI ceremony on Wednesday was held at the Chief Minister’s House were CM Shahbaz Sharif, former ambassador and Danish Ministry of Foreign Affairs Political Director Jesper Moller Sorensen, and Vestas Pan -Asia region Vice President Sales Gerard Carew were present.

Political Director Jesper Moller Sorensen, who served as ambassador to Pakistan in 2013-2015 and introduced Vestas to Chief Minister Shahbaz Sharif during his tenure, explained that Pakistan is emerging as an interesting market for Danish companies, especially in the energy sector.

He stated, “Pakistan is increasingly moving toward renewable energy solutions, where Danish companies are particularly strong. Denmark has long been a pioneer of wind energy, and Vestas is today a global frontrunner.”

He further added, “I would like to congratulate both Vestas and the Punjab government for taking their cooperation so far in such a limited time span. It has only been one and a half year since we presented the government to Vestas’ technical expertise. I have no doubt that this project will contribute greatly to overcoming Punjab’s energy shortage. As this project unfolds, the Government of Denmark stands ready to support Punjab with building further capacity and expertise in the field of renewable energy.”

The Danish government plans to engage with the relevant government stakeholders in Pakistan to transfer Danish experiences in the areas of wind policy, technical integration of wind, and financing. The first 250MW project is targeted to start commercial operation in 2018.

Vestas Wind Systems, headquartered in Denmark, has delivered wind energy in 74 countries. It has installed 71 Gigawatts of cumulative installed capacity globally.

Gerard Carew, on the occasion, briefed the participants about the project. He informed that Vestas is committed to growth in emerging markets with Pakistan a key focus in the Asia Pacific region.

"We are delighted to have reached this next important milestone in our collaboration with the Punjab government. Through our industry leading Site Hunt® technology, Vestas identified opportunities for wind energy in Punjab previously not considered, and in a very short space of time by industry standards.

Globally, wind power is booming like never before. In 2015 alone, more than 40,000MW of wind power was installed worldwide. Among the main reasons for the positive development of the wind markets are the increasing economic advantages of wind power, rising competitiveness of wind power as compared to other sources of energy, and the need to select emission free technologies in order to alleviate climate change.

**ISLAMABAD: **Pakistan and China have signed financing agreements valued at $4.2 billion for the construction of two main road projects of the eastern alignment of the China-Pakistan Economic Corridor (CPEC), thereby removing the last obstacle in starting the construction process.

The agreements were signed last week during a visit of Minister for Planning, Development and Reform Ahsan Iqbal to China, according to the ministry officials.

China’s AIIB to co-finance first project with ADB in Pakistan

As per the contracts, China would provide a concessionary loan of $1.3 billion for the 120-kilometre long Thakot-Havelian section of Karakoram Highyway-II (KKH-II) and $2.9 billion for the 392-kilometre Multan-Sukkur section of the Lahore-Karachi motorway.

The loan agreements were signed after clearance was given by the State Council of People’s Republic of China. After the signing of the agreements, the contractors have been moved to the construction site, said an official of the National Highway Authority (NHA).

Both projects fall on the eastern alignment of the CPEC and are critical for connecting Beijing with the port city of Gwadar. The Economic Coordination Committee (ECC) of the Cabinet has already approved giving the contracts of the engineering design, procurements and construction to the Chinese firms.

Since China is providing concessionary loans for both projects, the contracts have been awarded on a government-to-government basis, waiving the condition of international competitive bidding.

O**ut of the $46 billion CPEC investment package, roughly $11.5 billion is reserved for the road and railways infrastructure. China has promised to give concessionary loans for four infrastructure projects. Two of these projects will get interest-free loans.

The composite interest rate of the four projects is over 1.6%, while the interest rate of eastern alignment projects is over 2%.

The CPEC is one out of six arteries that China has planned under its ‘one-belt one-road’ project and, according to the National University of Science and Technology’s (NUST) Chinese Studies Centre Director Syed Hasan Javed, this one-belt-one-road project has been at the planning stage for the last 20 years.

He proposed setting up a constitutional authority to monitor progress on CPEC projects – a suggestion that has already been given by the military to the government.

Javed, who is also a former ambassador, said that a clear implementation mechanism of the CPEC projects was missing and urged Islamabad to remove the obstacles on a fast-track basis.

China is also reportedly upset over the slow progress made in awarding the $2-billion commercial contract that includes laying a gas pipeline and setting up an LNG terminal in Gwadar.

According to a report, a Chinese firm had submitted the commercial bid for the contract; it had not been opened yet.

The China Pipeline Bureau (CPB) was designated by the Chinese government to implement the project.

The issue of Gwadar LNG pipeline and terminal project was also discussed during last-week’s visit of the planning minister to Beijing, said the ministry officials. They said the project was facing delays due to financing issues.

Ahsan Iqbal proposed to the Chairman National Development Commission of Reforms (NDRC) China to make this project part of the CPEC framework.

They said that the purpose of making the Gwadar pipeline and terminal project part of CPEC was to address financing issues. After its inclusion in CPEC framework, the Chinese financial institutions would give it ‘high priority.’**

“China is considering Pakistan’s proposal,” said the officials.**

The issues related to CPEC have been largely addressed and now provinces are on board for its implementation, said the CPEC Planning Commission Cell Project Director Major General retired Zahir Shah.

Private Power and Infrastructure Board (PPIB) today issued Letter of Support (LOS) to China Power Hub Generation Company (Pvt) Limited (CPHGCL) for development of 1320 MW imported coal based power generation project at Hub, Balochistan. The project is being sponsored by Hub Power Company Limited and China Power International Holdings. Minister for Water & Power Khawaja Muhammad Asif, Secretary Water & Power Mr. Mohammad Younus Dagha and other senior officials of PPIB and Ministry of Water & Power witnessed the ceremony. The document was signed by Mr. Shah Jahan Mirza, Managing Director PPIB and from the company’s side it was signed by Mr. Zhao Yonggang, CEO of CPHGCL.

Being included as ‘Priority Project’ under the China-Pakistan Economic Corridor (CPEC) program, this project assumes further importance. The Project shall be instrumental in socio-economic uplift of the remote area of Hub besides generating employment opportunities for the local population. The project development is progressing at rapid pace and it is expected that it will come online by in 2019.

Khawaja Asif said that in order to get sufficient and affordable electricity in short time, Private Power and Infrastructure Board (PPIB) has been mandated by the government to process power generation projects utilizing coal, hydro and R-LNG through private sector. As a result of efficient processing by PPIB, so far two coal fired power projects of 2640 MW which include 1320 MW Power Project by Sinohydro Resources/Al-Mirqab Capital Qatar at Port Qasim, Sindh and 1320 MW Power Project by Huaneng Shandong Ruyi at Sahiwal, Punjab have already started construction activities. The 2 x 330 MW Thar coal based Engro Powergen at Thar Block-II, Sindh after achieving Financial Close has entered into the construction phase. With proactive support of PPIB, all the project related activities were timely completed which lead to the ground breaking of the project recently on 11th April, 2016.

PPIB also holds the honour of paving way for hydro IPPs in the country through successful completion of 84 MW New Bong Escape Hydropower Project by HUBCO group. Currently, 147 MW Patrind and 102 MW Gulpur Hydropower Projects are under construction, which are expected to be completed by April 2017 and October 2019 respectively.**

ISLAMABAD - Federal Minister for Planning, Development and Reforms, Ahsan Iqbal has said that the Diamer-Bhasha and Dasu dams are a part of the China-Pakistan Economic Corridor (CPEC).

Briefing a meeting of the special committee on CPEC here, the minister said that the dams would be built at a combined cost of $26 billion. “Diamer-Bhasha and Dasu will be built at a cost of $14 billion and $12 billion, respectively.”

He said that energy projects worth $11.3 billion and $9.1 billion would be initiated in Sindh and Balochistan, respectively. The city of Gwadar will receive 300 megawatts of power projects, he added.

Ahsan said an airport built as per international standards was a part of the economic corridor project, adding that work on the western route is progressing rapidly.

The meeting was informed that the Chinese government was keen to complete the China-Pakistan Economic Corridor (CPEC) on time, and was taking measures in this regard.

The meeting was attended by Gilgit Baltistan Chief Minister Hafiz Hafeezur Rehman and his Balochistan counterpart Nawab Sanaullah Zehri, Senator Mushahid Hussain and other members of the committee.

ISLAMABAD: The prime minister is expected to perform the groundbreaking of the Sukkur-Multan section of long-awaited Karachi-Lahore Motorway on May 6, as the government’s drive to muster support among the masses gains pace amid the Panama leaks scandal.

A National Highway Authority (NHA) official requesting anonymity toldThe Express Tribune the date of the ceremony in Sukkur has been finalised after approval from the PM Secretariat.

ISLAMABAD: The 700-kilometre Gwadar-Nawabshah gas pipeline and Liquefied Natural Gas (LNG) terminal projects will be completed within the given schedule, said a senior official of the Ministry of Petroleum and Natural Resources on Wednesday.

“The projects will hopefully be completed by December 2017 with the financial assistance of China,” he said.

“The 42-inch diameter pipeline would be laid along with two compressor stations, while the terminal at Gwadar would have the capacity to handle up to 500 million cubic feet per day (mmcfd) of gas.”

He said the $1.4 to $1.5 billion project was being executed on ‘build-operate-transfer (BOT)’ basis and the pipeline would pass through Pasni, Ormara and Hingol before reaching Nawabshah.

The Economic Coordination Committee (ECC) of the cabinet has already approved the construction of the Gwadar-Nawabshah pipeline.

In the next phase, the pipeline would be extended up to Lahore at a cost of $2 billion.

ISLAMABAD - US Exim Bank has expressed strong interest in financing three LNG based power plants of Pakistan, having a combined capacity of 3600-megawatts, located in Baloki, Bhikki and Haveli Bahadar Shah.

The interest was conveyed to Finance Minister Ishaq Dar by Vice President of the Bank Annette Maresh through a letter.

It may be recalled here that Dar had started engaging the US Exim Bank while on his visit to the US in September 2015.

He met senior officials of the bank to whom he gave a detailed briefing on business and investment opportunities in Pakistan, and urged them to finance development projects in Pakistan.

He had also invited the bank chairman to visit Pakistan for the purpose.

The spokesman for the Ministry of Finance has said that Chairman of the bank Fred Hochberg had accepted the invitation and visited Pakistan in April 2016 along with other senior officials.

“The chairman had a detailed meeting with the finance minister, and was given detailed briefing on various upcoming projects, especially energy projects, in which Exim Bank could assist,” the spokesman added.

He said that in consequence of the above mentioned efforts, the bank has now expressed strong interest in financing three LNG based power projects.

“The bank has also offered multiple financing options for the consideration of the government of Pakistan,” he added.

Finance Minister Ishaq Dar, while welcoming the bank’s decision to finance the power projects, has directed the relevant government departments to work out details of the financing at the earliest.

“The decision by the Exim Bank to finance energy projects also indicates the confidence of international institutions in the economic stability and improved investment climate of Pakistan,” the spokesman concluded.

ADB to finance constructionof Swat expresswayAPP: The Asian Development Bank (ADB) has agreed to finance construction of Swat Expressway.

According to official sources, the 81-kilometer long expressway will connect Chakdara with Islamabad-Peshawar Motorway at Colonel Sher Khan Interchange.

It will be completed at a cost of thirty eight billion rupees in two years, Radio Pakistan quoted.
Construction of the expressway will boost economic activities in Malakand division and Swabi district.
