PTI has valid concerns about CPEC. This project was promised to be the 'game changer' for balochistan, hence gawadar was made. KP is backward as well, so it was assumed that it would be part of it as route passes through GB. It is also suppose to help temper down any insurgency as Pakistan can show that 'yes, we care about you (balochis, pathans etc) and you (abc) have a stake in Pakistan'. Can't punjabis like you get that?

I want to put any ethnofascist tendencies aside like I don't care if the route is bypassing karach, but why is lahore included? We keep hearing from darbaari munshis that punjab is like america while rest of pakistan is rwanda, so why is development going to the rich province? Does that make any logic? I know majority of us live in the west, so think how they do things. Does new york get all the money?

PTI can only survive in media limelight as its basically a party of allegation/agitation based politics not parliamentary politics. They have Senate/NA Assembly Standing Committees Chairmen and representation in powerful Public Accounts Committee of NA where they can grill Govt for structural reforms in FBR/Election Commission/PIA/Steel Mill/NAB/FIA etc but Agitation Khan & his Party not like this route ...

They love controversies & conspiracies and thier whole politics spins around that even if Pak & its economic/geographic interests suffer in this , who cares ...

The writer is a former editor of Dawn.

A keen businessman who has been hurt badly by his own miscalculations in the past, the prime minister seems to have done a detailed cost-benefit analysis of his power enterprise this time around and looks determined not to set a foot wrong. But will he be able to pull it off?
Let’s start by looking at his astute numbers game and some of his political moves as he completes half his current term in office. After the last general election, Mr Nawaz Sharif seems to have quickly done the numbers and realised all he needs to sustain himself in power is a large number of seats in the largest province of the country with a sprinkling in the other three provinces.
It wasn’t surprising, therefore, to see him conceding provincial government-making to other parties in the provinces even though in one case a numerical possibility existed for the PML-N to try and form an administration.
[HR][/HR]The PM’s biggest provincial autonomy test will be CPEC.[HR][/HR]That he made this concession because he said he was a democrat and thus committed to letting bigger winners in each case lead the process made him appear magnanimous. He was content to let his younger brother take charge of Punjab and to deliver those high-profile projects that mattered most to his long-term political longevity.
Here, he may have wanted to steam ahead like in his last tenure cut short by a military coup. But whatever the desired final goal of Imran Khan’s dharna may have been, the protests achieved one purpose: the clipping of the prime minister’s wings.
The prime minister was forced to share, even surrender, policy decision-making in key areas such as national security and large swathes of the foreign policy to the military and seemed to have reconciled to his limitations rather quickly. He happily plays second fiddle perhaps in the knowledge he’ll outlast every other player and will call all the shots one day if he plays his cards right.
Initially, the prime minister also appeared to be a keen believer in provincial autonomy and committed to enhanced provincial rights contained in the 18th Amendment. However, as a couple of key tests come up, it isn’t clear if the prime minister’s definition of national interest is compatible with the provinces’.
The military-led operation in Karachi and what it has delivered to the city in terms of cuts in violent death statistics cannot be denied. Everyone one talks to in the metropolis seems to be breathing easier when viewed against the backdrop of the situation of just a couple of years ago.
But the Sindh government has raised serious objections to certain aspects of the operation in Karachi whereby, it feels, the provincial autonomy provisions of the Constitution are being ignored. The prime minister has chosen not to address these concerns.
There is no doubt in any impartial observer’s mind that governance in Sindh leaves a lot to be desired with mismanagement and corruption two major issues. The governing PPP so far appears to have given no indication it is capable of improving in either area.
It is equally true that till the governing party enjoys the support of the majority in the Sindh Assembly it needs to be allowed to rule as long as the centre cannot question its viability on the basis of a total breakdown of the rule of law. Even then a valid case will have to be made for governor’s rule before the Supreme Court of Pakistan.
It would also serve the cause of equal treatment to all provinces if the National Accountability Bureau, chaired by a Sharif loyalist, could initiate even perfunctory investigations against politicians/functionaries in Punjab too. NAB’s struggle to initiate even a single probe here is giving the impression the province is as clean, corruption-free and above board as its ideal Saudi Arabia.
Another element which may create the aura of even-handed enforcement of the law would be the manner in which the Punjab police are asked to investigate, for example, rape cases involving PML-N office-bearers in one way or another.
Whether in Kasur or more recently in Lahore the emphasis has been on demonising the victim/survivors and blaming the crime on property disputes rather than bringing the perpetrators to justice.
But the gravest provincial autonomy test the PML-N and Sharifs face will be in their handling of the China-Pakistan Economic Corridor-related issues: it turns out the ‘western corridor’ project the prime minister recently opened in Balochistan was no more than an ADB-funded road improvement, hardly fitting the definition of a CPEC corridor.
It is incumbent on the federal government to convince Balochistan and KP that the ‘P’ in CPEC stands for Pakistan and not for a province that forms the PML-N’s power base.

ISLAMABAD: China on Saturday took notice of the recent political divide among local leaders over China Pakistan Economic Corridor (CPEC) and urged the political parties to address their difference in order to create favourable conditions for the completion of CPEC project.
The People’s Republic hoped that the relevant political parties in Pakistan could strengthen communication and coordination on CPEC to create favorable conditions for the development projects.
A spokesman for the Chinese embassy in Islamabad expressed the hope that “relevant parties should strengthen their communication and coordination on the matter”.
"We are ready to work with Pakistanis, to actively promote construction of CPEC projects, and bring tangible benefits to the people of the two countries,” the spokesman added.

The spokesman further said that the multi-million dollar CPEC project is the consensus reached between China and Pakistan, and has won popular support from the people of the two countries.
“CPEC benefits Pakistan as a whole and will bring development and benefits to the people of the country,” he maintained.

Right. So what was the outcome? Which way will the route go, or it hasn't been decided yet?

Question will be will KPK and Balochistan be able to prevent some deviants from their masses from blowing themselves up as the CPEC corridor is built through their provinces? You can't blame the Chinese for wanting a more eastward route. Although truthfully, if it goes through South Punjab, I can still see groups instigating attacks through extremist groups in South Punjab. Either way, there will probably be attacks to slow the progress on the route.

Maybe if KPK and Balochistan leaders could work harder to clean up extremism in their provinces, people wouldn't be afraid to invest in them.

A group of Chinese investors met Prime Minister Muhammad Nawaz Sharif at PM House Islamabad today and expressed keen interest in developing Hydropower projects in the country.

While appreciating the economic policies of the government they expressed confidence that the transparent investment regime in the country will attract more Foreign Direct Investment (FDI).

The Prime Minister, while welcoming the interest shown by the Chairman for investment in Pakistan’s hydel energy sector, said that hydro-electric sector was priority of the Government. Pakistan was resolving its energy crisis by investing in different sources of energy including solar, thermal and hydro energy projects and the Government had already secured billions of dollars from International Financial Institutions for the construction of Dasu dam in KPK. The Prime Minister said that future investment by China Three Gorges International in the hydel energy sector would enable the Government to overcome the energy shortfall.

The Prime Minister said that CPEC was a game changer and all the provinces of the country would reap benefits under the CPEC. CPEC is a window of opportunity that would bring socio-economic development in the country particularly in two least developed provinces i.e Balochistan and Khyber Pukhtunkhwa, the Prime Minister added. The meeting was informed that the priority energy projects under CPEC include Port Qasim Electric Company Coal Fired Plant (1320 MW); Sahiwal Coal-fired Power Plant (1320 MW); Engro Thar Coal-fired Power Plant (1320 MW); Surface Mine in Block II of Thar Coal field 6.5 mtpa; Gwadar Coal Power Project (300 MW); HUBCO Coal Power Plant (660 MW); Rahimyar Khan Coal Power Project (1320 MW); SSRL Thar Coal Block 6.5mpta & CPIH Mine Mouth Power Plant, Thar, Sindh; Coal Fired Power Project Thar block-I (1320 MW); Quaid-e-Azam Solar Park, Bahawalpur (1000 MW); Dawood Wind Farm, Bhambore, Sindh (50MW); UEP 100MW Wind Farm, Jhimpir, Sindh; Sachal 50MW Wind Farm, Jhimpir, Sindh; Sunnec 50MW Wind Farm, Nooriabad,Thatta, Sindh.

Prime Minister Muhammad Nawaz Sharif said that Gwadar was being uplifted as an international free port and Government was undertaking several projects for its development. Eastbay Expressway-II; Gwadar Port Authority (GPA) Expansion of Multipurpose Terminal including breakwater & dredging; Infrastructure for Free Zone & EPZs port related industries; Necessary Facilities of Fresh Water Treatment and Supply; Hospital; Technical and Vocational Institute; The only aviation project (New Gwadar International Airport); Energy projects including Gaddani, Hubco and Gwadar Power Plants (2940 MW), Free Zone of CPEC in Gwadar , Development of Smart City at Gwadar are part of the Gwadar uplift projects.

The Prime Minister stated that CPEC is a fusion of multiple development projects, aiming at the prosperity and well-being of the citizens of the country and the region at large. It was also informed that Joint Working Group was being formulated under CPEC framework under which all provinces were being consulted to give technically sound and financially viable recommendations of industrial/economic zone cooperation for scrutiny by Joint Working Group and experts.

The meeting was informed that preliminary workings on the proposed sites for construction of economic zones have been identified by BOI in KPK and Balochistan. The spotted places in KPK for construction of economic zones are Mansehra, Noshehra, Hattar, Ghazi, D.I Khan, Kohat, Karak and Bannu while in Baluchistan Turbat, Khuzdar, Dasht, Bostan, Qila Saifullah and Zhob. The Prime Minister will announce the finalized sites for construction of economic zones in KPK and Baluchistan after consultation with the provincial governments and the political leaderships. The meeting was further briefed that the existing roads are being upgraded to interconnect different areas of the country that include; 650 KM Gwadar-Surab road is being completed on priority to link the all important Gawadar Port with rest of the country. The up gradation of Quetta-DI Khan road is also imperative keeping in view its importance.

The meeting discussed in detail the CPEC projects in KPK. It was briefed that KPK will be Trade and Logistic passage zone under CPEC. The CPEC in KP includes multiple areas including Rail and Road Networks, including Swat Motorway Project (81 km) worth US $365 Million; Oil and Gas Sector; development of Industrial/Economic Zones; Mineral Processing and Development Zones; telecommunication Sector; Agriculture Sector Development and Human Resource Development among others. It was also informed that CPEC-Energy Actively Promoted Project include Gaddani Power Park Project, HUBCO coal power plant, Hub Balochistan (660 MW), Salt Range Mine Mouth Power Project, Kohala Hydel Project, AJK (1100 MW), Pakistan Wind Farm, Jhampir, Thatta, Sindh (100 MW), Thar Mine Mouth Oracle, Thar Sindh, Muzaffargarh Coal Power Project (1320 MW), Salt Range Mine Mouth Power Project including mining with the cooperation of China Machinery Engineering Company, Kohala Hydel Project, AJK and Pakistan Wind Farm II, Jhampir, Thatta, Sindh.

This is not a good enough excuse. When Punjab's Chief Minister is Prime Minister's younger brother, and he is the only CM who accompanies PM on his foreign trips, it is not surprising that all foreign (loans) investment lands in Punjab, and only one specific region of Punjab.

You cannot keep rubbing salt in impoverished provinces' wounds by saying 'law and order' situation was once really bad in your province, so you don't deserve the fair share from the pie. Economic deprivation breeds violence and terrorism.

This has to be epic proportion of political score settling by shameless PMLN. Look at the share of KPK. Most Punjab based projects will be completed by 2018, but one major KPK project will be completed by 2020, and that too is an energy project that contributes to national grid. I hope KPK keeps fighting for its rights. All these Punjabi chauvinists can take a hike.

If development in certain areas of Punjab outstrips the rest of the country, the country is simply going to break again. Same Bangladesh-Pakistan war will happen again. The military is already exhausted in trying to keep Balochistan within Pakistan.
