There are various types of Chamchageri (or CG for short). The mildest and the most innocent type is "Be-Ve kay neechay lagna" meaning, to attach oneself under his wife. (physically impossible, but can be done: requires a lot of practice!) It's a kind that is very popular in Pakistan and India. Some silly men use this type of CG to get favors from their wives. Smart wives know how to make their husbands do CG for them. Ironman will be an excellent master of this type.
The second type: It is called TC. (Translation: picking up balls) This type of CG is practiced mainly in Punjab. This type is used for getting promotions from your employers. You do that to your Boss. You have to be careful and do it in a manner that your Boss has no idea that his/her balls are being picked. If not done properly, you can loose the job. Deepblue didn't know how to do it properly.
The third type: the regular CG. It is the most harmful (for society as well as the individual practicing it). This type is practiced mainly in Labor/Employer disputes. The top officer (Not the TOPP officer) of the company will do CG for the Owner. And some labors will do CG for the Union chief, to get favors. This type is the same as TC, but it can have national consequences, e.g., if you are a top officer and you did not do CG properly, you can get transferred to a far away town. Stud was good at that.
U know I have heard the term dadageeri but never chamchageeri. I guess it must exist since you brought it up :)
Well in my opinion, its being nice to someone for your own good, hoping that niceness would payoff someday. I would never do it but I have seen ppl do it millions of times.
