Societies who follow law and order are the ones that prosper. If a landlord pushes away facilities like schools/education for the people of area under his "control" then that landlord no matter how much "revenue" he generates needs to be prosecuted and punished.

It's the duty of law enforcement agencies and judiciary to implement the law...and if they are failing to enforce law let's restructure these sectors instead of starting a campaign against every businessman and agriculturist in the country !!!
