Reason: The tire on the ground is moving and one in the air is not . If it would have been taking off then both would have been moving .

ur logic is perfect for normal landings. it makes sense that it must be a pic showing landing coz of the reason u two have given.
i'm sorry ur answer is incorrect coz this is an unusual situation whic is called "touch N go" in case of an aborted landing. The pilot for some reason decided that it was too dangerous to land si he just landed for a fraction of a sec and then quickly powered up to take off. the plane's rear wheels did NOT make a FULL contact with the ground. its an amzing pic, timing is perfect :)**
