It is only possible for a people to praise their country when it (i.e. the regime) fulfils their rights.

At least most of the time…

The idea of loyalty is applicable to those who have taken part in establishing the entity to whom loyalty is needed. For example it is quite possible to be loyal to a country and not loyal to the regime allegedly in charge of the affairs of that country.

Sounds reasonable.
