Its so that people take the concept of divorce seriously. These days people get divorces on a whim, and then get back together on a whim, and on a wide scale its destructive to family life.
Therefore, this ruling makes a couple think twice before getting a divorce, because the woman will have to marry another man before she can remarry her original husband...and we all know how uncomfortable that is for both the original husband and the woman.

not just marry… anyone can do that. she has to consumate the marriage before she can remarry…which makes it even more difficult.

Halala is Haram. If she marries another man after getting divource, he shouldnot give her divource. And he should try to perform his duties as a husband.

Halala is allowed in Shiaism. It means that if one man gives divorce to his wife, according to Shiaism, they marry that woman after Iddat, to his brother without letting her going out. Then he gives her divorce again to make her Halal again for his brother.......and that is not allowed in Islam.
Now dont open a discussion over Shiaism.

but in Sunnis, she is not necessarily required to remarry her brother in law for Halalah purpose

I am niether Shia nor Sunni nor any other sect. I am on the religion on which Sayyedna Mohammad :saw: was. I am Muslim and that is required by Allah. Allah has forbid us to make sects, if you read Quran with understandind.
