well to force anything in Islam is HARAAM for instance forcing a non believer to become muslim is Haraam so that person will not be classified as a muslim....
so the same thing applies here rulers or judges cannot force someone to divorce so personaly for breaking up a marriage they should get punished...
and according to an HAdith from Mishkaat ul msabih
.................the best act done by saitan is of the act of breaking the bond between husband and wife.......
marriage and divorce is a very delicate matter and divorce its there for anyone to do but still in the eyes of God its the most haited thing...
