Last season was the first time Costa played upfront. The season before they had Falcao, who was obviously the main man upfront and had the team built around him. Costa would play behind him or as a wide forward.
If you've seen Costa play this season you'd know he's got the lot. He's quick, he can shoot with either foot, he can head it, he's physical and to top it all off he's a nasty guy and a talented cheat. Everything to succeed in the modern game. Of course he could be a flop, anyone can be a flop, and he'll need time to adjust in the premier league but he'll do well I think.
Andy Carroll never even came close to achieving what Costa did last season. He was nothing more than a glorified Kevin Davies.
Don't judge players on how they play for their international teams. A completely different system, with players they don't have a good understanding with, different tactics, different managers. Sometimes they flourish, sometimes they don't. Every player is different. And of course playing in Brazil added extra pressure on Costa.
Fabregas wasn't a flop at Barcelona. Check his stats. He was also never played in his proper position. Messed around upfront, out wide. He's used to the premier league, and Mourinho will ensure everything goes through him.

You can't look at players who aren't even played in the proper position with poor and shoddy tactics they're meant to be working under and then call them flops.
I've been watching la liga all season. I know exactly how he played. Obviously your opinion of him is gonna be a different perspective than mine. He's pretty slow and is prone to mistakes. How as a striker in 6 games at a professional level can he not even score a goal yet he's still called a class player? He was never class. One hit wonder right there. What has he done? Name me anything that he's done which is "class" that another striker couldn't do? Cheat like him? Lmao. His cheating won't get him very far in the PL.
Twitter is going nuts about how much of a flop he is and everyone is saying he was the wrong decision to even start for spain and it's true. What did he do against holland or chile? Nothing. Scissor kick, wow.. This ain't street fighter.
Andy caroll in 09/10 vs costa in 13/14 i'd rather take andy caroll. He scored 19 goals and wasn't even there main centre foward.
I'm not really for all this talk about positions. A great player can adjust to any position. A flop can adjust to nothing, except being fed balls by talented players.
