As the rumors are out there saying Punjab would divided and new provinces would emerge out of it. My question is, Does the current Federal Govt. have mandate to do it? both Central and Provincial govt have been elected and none of them had the division of Punjab in their agenda, so none of them in power were voted for this… so, can they do it?
More importantly, i believe that Federal Govt cannot do it without the Provincial govt’s approval, so in this case, where the major opposition party is in power in Punjab, may not agree with Federal Govt. and federal govt in order to have same “Fun” ( Fun- Having spread anarchy, getting people killed on the issues which can be sorted out on table, spreading uncertainity, spreading hatred among on ethnic lines, for the PPP govt) they are having in Sindh/Karachi, announces it, by going out of their way as hinted by Babar Awan ( the person who seems to have no election base, no vote bank, was little none when BB was around, and seems to be one who advices have brought all this to Pakistan, not to mention, we was there with Rehman Malik when BB was Murdered and currently hold no office but says everything as he is the Prime Minister, shows how close he is to Asif Ali Zardari)…
what would be immediate results? the current govt. have not done its homework for making province, they are almost at the end of their tenure ( 3.5 years gone) if they start today, it may take another year or two to finalize issues related to the subject.. so is it real? if yes, what would be the consequences and how good will it be received in public… Please note that The Duraani guy who started all this, was information minister in Mushy’s era and after enjoying power for 5 years he realized he need something to survive so he came with this)

Whilst creating new provinces maybe a good idea it is important to remember that under the present constitutional stipulations (article 239 [4] ) it would first need an existing provincial assembly to back a new province (within it’s borders) by a 2/3 majority, then only could the Federal parliament consider it.
The PPP + PML Q combined have nowhere near a 2/3 majority in provincial assembly of Punjab, so until the PML N backs it any new provinces would be a non starter, and all just empty political rhetoric. Of course the governing coalition could try to amend the constitution to remove this stipulation, but that could involve a whole host of other issues/demands from smaller parties, and be quite long winded.

^^ That is what i am saying, federal govt cannot do it, but they can announce it and then create chaos in the province?? is that what PPP-Led govt is looking forward to??? i don't think that they will be able to have 2/3rd in the both houses in the center on this issue.. then why to call it??? is there something worse PPP govt is planning as Punjab is only province today which relatively peaceful compare to what is going on in Karachi and Quetta

PML-N will most likely only back Southern Punjab province if Hazara is given provincial status as well. Win win situation really. More provinces are needed. Divide Sindh and Balochistan as well.

I agree for the need of Provinces no doubt on that, but the way the procedures are rumored around i think it will make it more controversial then beneficial... and thats where i am worried....

PPP just need another stunt to try to win back some votes.........like the Pakhtoonkhwa.....all they can do is play on emotional issues or ethnic divisions.....they don't have anything to show in terms of things that matter ..economy,security etc.........so they are going to play stunts like these......
Zardari plans to create law and order situation in Punjab now......since the successfull implementation in Karachi...

A really mature and sensible analysis. My take on PPP is similar, all they are trying to do is to win votes by exploiting lisaniat, nothing more. Quite frankly, I doubt if a wrong name was the only obstacle preventing KPK from becoming the california as purported by ANP and PPP (not that I have any problem with people renaming their province). Waise inline with the whole ethnicity/lisaniat trend these days, I think the name of Punjab is not correct as it does not have that nasty lisaniat taste.........something like punjabistan for punjab and sindhu-desh for sindh would be more appropriate.

It is need of hour, we need more provinces throughout the country but if the rumors are true, then PPP is making it another issue which will further divide the nation and all this just to win the elections...

I am not sure what the current procedure is but looks like if Punjab government's approval/proposal is required for federal government to actually do it then federal government is now creating an atmosphere of creating provinces. The sincerity of Federal government can be checked by their stance on provinces out of Sindh, if Fed govt is against more provinces out of Sindh then it simply means PPP is trying to create anarchy.
When current Punjab was created, were votes taken from other provinces (the merged ones) for agreement to make them into current shape?
I don't think given current situation of PPP in Federal and PML-N in provincial any new provinces can be created but at least the topic should stay alive until next elections. During next elections people can then bring this issue up and decide based on that.

no need to get emotional, Punjab is not being "broken", if you read history, check out past maps it probably is restoration of prior provinces. Even if new provinces are being created it will be for the benefit of the people (hopefully).

I think PPP is just creating the atmosphere.......it will be their election manifesto to fetch votes from southern punjab areas.......that if they vote in PPPP they will make a separate province......because they can't do it in the current setup ....

That is true.
And if Sindhi speakers have problem with Karachi being a province then more Sindh could be divided in Northern and Southern parts. The southern part will have more Sindhi speaking population as well.
