Yes technically speaking you are absolutely correct ----- thanks to Gandhi Ji for coining the sugar coated term “HARIJANS” in lieu of politically incorrect phrase “DALITS” or OUTCATS and UNTOUCHABLES ----- but "HARIJANS"or "DALITS" are used for nonbelievers as well!

Just an FYI, in india "harijan" or "dalit" is not used for non believers. Harijan word got currupted with the passage of time.
People forgot what the word really means, instead achoot got replaced by harijan.
Just like if you call some Sikh guy a gyaani, he will get offended. But in reality gyaani in sanskrit means a guy with knowledge.
