It's not even that she doesn't speak Urdu. She's not "Urdu-Speaking" which refers to an ethnicity within Pakistan. Everyone in Pakistan speaks Urdu (mostly, of course), and so this girl is possibly Pakistani but maybe she is Sindhi, or Punjabi, or Pushtun, or Balochi, or Memon or Gujrati, or Seraiki, or Baltan, or whatever.
