The other person needs to be emotionally invested in you for your saying no to them or disappointing them to actually hurt their heart.
I’ve said no to guys and there have some who weren’t interested in pursuing it any further with me - in all but one situation, no hearts were broken. And in the one where his feelings were hurt - he wasn’t in love - he was infatuated.
As CM said, saying no to a random proposal does not equate with breaking the person’s heart - more likely his/her pride - but not his/her heart.
